Minutes of the 2026 Budget Adoption Meeting

1. Call to Order
The Budget Adoption Meeting of the Avila South Condominium Association, Inc. was called to order at 6:00 PM on Tuesday, February 17, 2026.
2. Roll Call / Confirmation of Quorum
The following Board Members were present:
Nilda Rodriguez – New elected board member
Manuel Jane – New elected board member
Nelita Correa – New elected board member
Jerry Zacker – New elected board member
Boris Dobrivker – New elected board member
Alex "Arkady" Teplitsky – New elected board member
Also present:
- Anna Costales, Association Accountant (via speaker/phone)
- Cedric Rose, Property Manager
A quorum of the Board was established.
3. Waiver of Reading of Previous Minutes
A motion was made to waive the reading of the previous meeting minutes.

4. Review and Adoption of the 2026 Budget
The Board reviewed the proposed 2026 Operating Budget, which had been previously distributed to the Board and owners.
Key points discussed included:
- Monthly maintenance fees remain very close from the prior year.
- Mandatory reserves were included in the budget in compliance with Florida law.
- Notable water expense savings compared to the prior year.
- Discussion regarding Structural Integrity Reserve Study (SIRS) waiver:
- The required number of owner consents had not yet been collected.
- The Board agreed to keep the budget adoption open for purposes of continuing to collect waivers, or alternatively to include required reserve funding in a future assessment if necessary, in accordance with statutory deadlines.
No additional line-item revisions were requested.
5. Approval of the 2026 Budget
A motion was made to approve the 2026 Budget, subject to continued collection of NON- SIRS waiver consents as permitted by law.
